The LTC Carrier File

An editorial compilation of public-record facts on eight major long-term care insurance carriers. We do not assign letter grades or rankings — we present verified data and link every figure to its source. Coverage includes NAIC complaint indices where available, current sales status, recent state-DOI rate-filing approvals, and disclosed block size. Other widely-cited metrics (claims-paid ratio, denial rate) are not publicly reported per-carrier and are deliberately omitted from this scorecard.

NAIC complaint indices shown are the most recent verified state-level values we could locate; they are not directly comparable across carriers because state market share differs. Sales status reflects standalone individual LTC; hybrid life/LTC products are detailed on each carrier file. "Recent rate action" shows one representative approved state filing — full multi-state history on each carrier page. "Not disclosed" means the carrier does not publish the figure at the LTC line level; it is not an indictment of the carrier.

WHAT'S NOT IN THIS FILE — AND WHY

The metrics we deliberately don't publish

Several widely-cited "carrier scorecards" online publish metrics that are not actually reportable per-carrier from public sources. We treat that as fabrication risk and omit them here.

Claims-paid ratio

Not publicly reported on a per-carrier basis for LTC. Claims experience appears only in aggregate industry filings (NAIC LTC Experience Reporting Forms) or in carrier 10-Ks at the segment level, not as a single comparable ratio. Any per-carrier 'claims-paid ratio' published elsewhere is either inferred or fabricated. We omit it.

Denial rate

Not publicly reported per carrier. The closest proxy is NAIC complaint data by reason, but 'denial rate' as a single comparable metric does not exist in public sources. We omit it.

Average elimination period

Elimination period is a policy-design parameter chosen at purchase. It is not a carrier quality metric. We omit it.

Lawsuit count

Court-record aggregation (PACER + state courts) is fragmentary and methodologically fragile. We cover specific named legal actions in our editorial coverage but do not publish a comparable 'lawsuit count' column.

Methodology

Every datum is tied to a primary or named-secondary source (NAIC CIS, state DOI press releases, SERFF filings, carrier 10-K, named press coverage). Carrier marketing materials are not cited as evidence of product behavior. Where data is not publicly disclosed, we report 'NOT DISCLOSED' rather than estimating. We do not assign letter grades, point scores, or rankings; the Carrier File presents verified facts and lets the reader draw conclusions.

Primary sources used: NAIC Consumer Information Source (content.naic.org/cis), NAIC LTC Experience Reporting Forms, state insurance department rate-decision summaries (PA, MD, NH, CT, MA, NY, VT, FL, CA, KS, MO), carrier 10-K filings and earnings releases, ThinkAdvisor and CT Mirror named reporting, AAALTCI industry data. We do not cite carrier marketing materials as evidence of product behavior.
